If the RFP (Request For Proposal) states the funds are to be used to build a house, then the funds must be used for that exact purpose. Most all funding agencies require detailed budget plans showing how the grant funds will be used. They also require grant awardees to submit a report quarterly or annually.

This typically means that your grant application met all the preliminary requirements as specified by the Request for Proposal (RFP). At this point the proposal may or may not have been scored by an independent team of reviewers. In either case, it is forwarded to the next level for review to be scored or to review the scores provided in comparison to other scores.

An IRG is a review team that provides scientific/technical merit evaluation of your proposal and agency. Typically this process includes an assessment of your agencies good standing, is an actual non-profit or for-profit as specified, does meet the statutory purposes outlined in the Request for Proposal (if applicable), validates statistics provided, and assessment of current or like programs in your specified service area funded by the funding agency.
